SYRACUSE N Y A guidance counselor says IQ should not be the sole basis for placing exceptional students. Miss Gertrude B Woodward notes family background vocational interests social relations and extra curricular activities must be considered for mastery and maturity before promoting grades.
Agriculture Secretary Benson announced a Dec. 15 referendum on whether cotton farmers will accept tight federal planting curbs for the 1959 crop. A two thirds vote in favor would offer a choice between two price support programs, including an 80 percent parity floor or a 60 percent parity with a 40 percent overplant option, under the new farm law.
Geology professor Dr. Richard P. Goldthwait returned from Alaska where he studied glacier activity for the International Geographical Year. He notes North America has faced four or five glacial periods in the past million years and suggests another ice age could follow. Glaciers have been retreating since roughly 1945 to 1955.
In San Francisco a public health conference tied alcoholism to tuberculosis, noting many TB patients are alcoholics and many alcoholics show TB. Mary C. Clark cited up to 70 percent alcoholism in TB wards, while Dr. Frederick Boyes reported tenfold TB cases among alcoholics at the Adult Guidance Center.
The National Congress of Parents and Teachers said its membership reached 11,018,156, rising by 323,682 in the past year. Enrollment month begins in October with a goal near five percent growth.

Soldiers will receive a pink slip with itemized pay and deductions under a new Armywide pay system starting Jan 1 1959. The reverse will show scales of pay and allowances including allotments insurance social security and income tax. Radar advances enable detection of enemy missiles up to 3000 miles.
The Whitewright Tigers host Rouse City in a 13 B conference opener Friday at 8 pm with gate prices 50 and 1 dollar and advance tickets 35 and 75 cents. Rouse City rides a 34 game Texas schoolboy win streak as top contender.
Whitewright native Airman First Class Charles G. Magers was chosen as Perrin Air Force Base August Airman of the Month. Magers, an air policeman and son of Mrs. Bertha Magers, enlisted in 1950, served in Korea in 1953, discharged in 1954, studied in Indiana and reenlisted in 1955, currently enrolled in a Chicago law program.
The Wyoming Game and Fish Department sought to relocate a patrol cabin from west of Meeteetse to Jack Creek high country. Officials estimated 100 pack horses would take four days to haul the cabin and stove. A helicopter completed the move in a single day with 27 aerial sweeps.
Uncle Dan of Tom Bean writes about quitting farming and pursuing accounting training under new regulations. He laments survey rules, allotment checks, price pressures, and government forms, joking about keeping books and needing catalogs. He notes election talk and a department pamphlet on cross breeding.
College Station based extension specialist E. M. Trew urges timely fertilization about a month before the first frost to harden lawns for winter. BERKELEY Calif Contagious headaches have struck thousands of Californians mostly teenagers and young adults the State Department of Public Health announced Monday Researchers theorize that a virus may cause the illness but Dr Malcolm Merrill health director said no virus has been isolated The disease is mild with no deaths or hospitalizations and lasts 12 to 14 hours of vague discomfort followed by fever pains dizziness and a two or three day headache climax.
In Cincinnati suburban Green Hills, Mayor George Geison fined his wife $5 and costs for improper parking after ordering a crackdown on traffic violations. He later admitted things are pretty sticky around the house.
Whitewright United Fund campaign directors will meet at 7 30 oclock Monday night at Ayres Cafe to finalize plans for the annual drive. S T Montgomery Jr announces with Joe Johnson as 1958 drive chairman and a large listing of co chairs and committee members. The group will set the campaign goal and designate participating agencies at the meeting.
The Agriculture Department forecasts hog prices next fall to fall to the lowest since 1955 unless spring pig growth is moderate. A 20 percent rise in December through February farrowings in nine corn belt states could push total 1959 spring crop higher, while a 14 percent rise foreseen for the fall pig crop underpins price risk.
Secretary Weeks told the National Association of Retail Druggists that the recession will lift quickly and sustain strong business through autumn and the Christmas shopping season. He credited "wise government leadership" for restoring public confidence and dispelling critics.
Postmaster General Arthur E. Summerfield announced the five cent penalty on postage due mail will be postponed until February 1, 1959. This marks the second delay from the originally scheduled October 31 start as the public adapts to changing postal rates.
