Joseph W. Penfold of Alexandria Virginia will be principal speaker at a dinner honoring Bryce Browning Monday night at Atwood Lodge. A former New Philadelphian, Penfold led Izaak Walton League of America conservation since 1957 and previously directed NYA conservation work for the Muskingum Watershed Conservancy District from 1937 to 1941. He helped create Leesville and Charles Mill Lakes youth training projects later run by Camp Muskingum and the Future Farmers of Ohio. Penfold chaired the Outdoor Resources Review Commission studies leading to the Bureau of Outdoor Recreation and served on UNRRA work in China, the National Resources Council of America, and the U S Conservation Council.
The Tuscarawas County Bar Association approved establishing a county legal aid society to serve lower income residents. A $40,000 federal grant is sought to start the program through the Economic Opportunity office, with a 10 percent county match. The group will hire an attorney when funds are approved and will purchase office equipment, a law library, and rent space. A non profit corporation named the Tuscarawas County Legal Services Assn. will run the venture.

Two coal miners Philip Croniser of here and William Burgess of Holloway were awarded Gold Medals of Honor by the Joseph A. Holmes Safety Association in Washington for risking death November 14 to save John Humphrey from suffocation at Humphrey Coal Co tipple. Croniser crawled into the dust and freed Humphrey, who was buried under three feet of dust and slag. firefighters aided release an hour later. Humphrey is a nephew of mine owner Herbert Humphrey.
The Fifth District Court of Appeals in Tuscarawas County heard a two day libel appeal by Wade McGuire of Den nison challenging a Common Pleas ruling dismissing his suit against The Daily Report er. Attorney Eugene Okey argued for remand to allow trial to prove malice and contended newspapers seek libel licenses under fair comment while accusing officials of wrongdoing.
