Officials say the plot was broken up and activities now appear confined to sporadic cases run by pro German sympathizers with no central headquarters. Americans suspected, some under watch. Leaders unnamed, believed neutral subjects, sought to coordinate agitators mainly in eastern ports, industrial centers, and the far west. Sabotage and propaganda were to be directed by a head, with information funneled to Germany through neutrals by coded messages carried by ship crews.
