Japanese Colonization Quietly Discussed in South America

Buenos Aires dispatch reports Argentine and South American observers noting hints of a Japanese colonization program in the region. Paraguay's treaty with Japan is cited as granting favored nation status and potential colonization rights, with similar talks said to be underway with Uruguay. Japanese capitalists reportedly own large tracts in southern Peru and Bolivia, invest in tin mines, and plan railways, hinting at a growing economic network centered on Sao Paulo, Tarija, and Loreto. A Japanese commercial mission and chamber of commerce activity in Buenos Aires accompany a new wave of arrivals, including Shinjiro Ushikoshi on a six month tour to study demand and attract capital.
