Railroad Rate Legislation and the Foraker Bill Debate
WM. E. Chandler argues that existing railroad rate bills add needless provisions and fail to grant the Interstate Commerce Commission real power to fix new rates. He critiques Townsend, Dolliver, Hearst, Russell, Candler, Richardson, and Foraker bills, condemns the Foraker plan as a railroad cartel, and claims only the one essential reform is needed to empower the commission to set reasonable rates, warning that the Foraker bill would entrench a national rail trust.
