Defends the Exise Board Against Saloon League Criticism

Assessor Darneille, chair of the excise board, defends current liquor license policies as just and honest. They argue no mandate for expansion, warn it would complicate duties and raise costs, and cite the 1878 organic act favoring a small, resident body. They urge restraint and cite a trend toward centralized authority.
