The hearing examined rural free delivery policy shifts, carrier pay, and resignations. Griggs pressed that changes aimed at cutting the deficit and tightening rural service, while De Graw argued the moves reflect necessity, not deficit reduction. Rural carriers earn an average 690 yearly, down from 707.12 last year, with 2,582 resignations among about 32,000 staff.
