Madrid reports Generalissimo Francisco Franco 82 rests quietly as chest x rays indicate definite improvement though internal bleeding continues and his condition remains grave. Government sources say delegation of powers to Prince Juan Carlos could be necessary again to sign laws and decrees.
Iowa Social Services Commissioner Kevin Burns announced a suspension of battery powered electric prods used for behavior modification at the Woodward and Glenwood institutions for the mentally retarded. Fewer than 30 patients at Woodward and under 30 at Glenwood received treatment. written parental consent was required. The review will assess whether continued use is warranted.
President Ford plans an important noon speech at the National Press Club to restate his opposition to federal help for New York City's finances. White House aides indicated he would not soften his position, despite a heated internal debate over potential guarantees or loans.
Fire crews were called at 9 50 a m to the Wilson Concrete plant at 1027 East 4th Street where a fire involved a fire truck. By the time units arrived, the blaze was under control. Raymond H. Yoder 56 a Wellman farmhand was fatally trampled Monday by a Holstein bull as he tried to drive it to a pasture on the former A C Gingerich farm six miles north of Wellman rented by Stanley Eash. Dr J R Miller declared death about 11 45 am though believed to occur about 9 30 am. Funeral near West Union Mennonite Church with Rev Emery Hochstetler and burial in West Union Cemetery. Yoder born Oct 23 1919 at Parnell married Orpha Schauf Mar 21 1947 and lived in the Wellman area all married life. Survivors include wife two daughters Roseanna Yoder of Chicago and Rebecca Yoder of Denver a son Robert at home three brothers Francis Jacob Orville a sister Erma Swartzendruber Esther Steckley Loise Swartzendruber and other relatives.
