The White House says there is enough treasury surplus to justify a 15 percent credit on next year’s income taxes. Mellon says a 15 percent allowance could replace earlier 10 to 12.5 percent estimates, based on a surplus rising to about 300 million dollars. taxpayers could see a 30 percent reduction on first two quarterly installments if approved.
