A Des Moines based UPI report says the Legislative Tax Study Committee will urge the 1965 Iowa General Assembly to abolish the moneys and credits tax and cut the personal property tax. It proposes a 3 percent surtax on interest and dividends to replace lost revenue and a large exemption of 3500 on personal property. The panel also backs a single Iowa Tax Commissioner, universal 12 grade districts, and licensing of boats with fees collected by the Conservation Commission. Senator Earl Elijah notes revenue routing preserves bond power for districts.
A Des Moines propos al by a legislative education committee would authorize local and county boards to form area vocational technical schools or community colleges funded by local taxes and state and federal aid. State operated schools would offer specialized training. both types require approval of the State Department of Public Instruction.

At the two day annual conference the League of Iowa Municipalities unveiled a ambitious legislative program spanning taxation municipal revenues and inter government relations. Alderman Finnegan emphasized urban influence and city perspectives in state policy. Governor Hughes and Lt Governor elect Fulton outlined aims to modernize procedures and remove secrecy in committees while ensuring fair hearings across houses.
Mrs Emma Zillmer 83 of Wellman dies Thursday at Mercy Iowa City. Funeral 1:30 p.m. Sunday at Asbury Methodist Church Wellman with Rev Earl Josten. Burial Wellman Cemetery. Survived by two sons Howard and Daryl, daughter Leona Krotz, eight grandchildren and two step grandchildren.
Mrs. Fannie Henderson 69 of Denver Colorado died at Cambridge Memorial Hospital from injuries suffered in a November 5 car-truck crash near Holbrook Nebraska. Funeral arrangements are with Powell Funeral Home Keota. Survivors include daughters Donna Plock and Barbara Hendrickson of Denver and Mary Cox of Ames, son William Henderson of Keota, two grandchildren, and brothers Roy and Clayton Funston of Keota.
Rev. Fred Penny of Iowa City and his wife and daughter provided the program at Leon Beatty American Legion post and Auxiliary Veterans Day dinner. About 125 attended as Penny spoke, sang with his wife, and his daughter played piano and did sketches. Don inner, post commander, presided. S. W Kaster organized arrangements.
In Knoxville Iowa Donald Green family found 23 of 100 dollar bills blown from a truck driver Kenneth Elliott. They alerted Sheriff Loren Jarman who notified Elliott. Elliott had reported a loss of 2500 dollars. He later recovered two more bills and rewarded the Greens with 250 dollars. In Montgomery Alabama a federal court trial resumed for Cotton Thaggard in a bank larceny case involving 43000 dollars. The defense argued bank discretion, while the U S attorney stated Thaggard carried a sack of money from the bank.
Washington Junior Chamber of Commerce members help run a telethon to raise funds for the cerebral palsy drive in the area. The Jaycees will staff a telephone center at OL 3-2138 during KTVO-TV Ottumwa coverage from 9 30 p m Saturday to 6 p m Sunday. Volunteers from the Methodist Youth Fellowship also assist in Washington noon to 6 p m Sunday.
The Harry Barker Detachment of the Marine Corps League asks all members to contact Dick Davidson or Walter Johnson. Plans are for a group from Washington to attend the funeral of Ervin Reynolds, a league member, in Sigourney. Services are scheduled at 2 30 p m Sunday in Sigourney.
The Washington Art Guild opens its fall show November 16 in the Berdo Building on the Square, featuring over fifty paintings and drawings for sale. Public hours are 11 a.m. to 9 p.m. Monday through Saturday and 1 to 5 p.m. Sunday, with hangings by members scheduled Saturday afternoon. The guild meets November 17 at Ray's TV Lab to watch a color program Visit to the Louvre.
A bean feed will be held Saturday morning at the local YMCA. All boys planning to attend must be registered by 10 a.m. Fun and games will follow the feed.
UPI reports atomic scientists say four ground tests of atomic space reactors in Nevada prove practicality of nuclear propulsion for rockets. A NASA-AEC project leader calls the tests a major step. aim is manned lunar flights by 1970s and unmanned planetary probes by mid-decade.
Keith Horn, chairman of the Washington County Red Cross fund and membership drive, named solicitors in four county areas and set a completion target of November 20. Bob Branstetter will chair Crawfordsville, with a long list of township and area volunteers including Mrs. Joe Martin, Mrs. Hubert Beranek, Mrs. George Sojka, Mrs. Ralph Witthoft, and many others across Ainsworth West Chester Wellman and Wellman divisions.
The Washington Community High School drama department presents Noel Coward's Blithe Spirit tonight at 8 p.m. One performance only with tickets available at the auditorium door.
Citizens of Brighton are invited to register and be interviewed for the Washington Area Manpower Survey at the Knights of Pythias Hall from November 16 to 18. Sessions run 1:30, 2:30, 3:30, 4:30, 7, 8, and 9 p.m. Sessions will handle groups up to fifteen and require under twenty minutes.
