Governor Robert D. Ray said he would ask President Nixon to designate 39 counties in Iowa as disaster areas after potential spring flood damage. He noted some counties may be dropped if damage proves insignificant and stressed the plan covers any possible damage, though no funds have been allocated yet.
William Burns, 28, of Martello, held on 1000 bond in Cedar Rapids on embezzlement by agent charges after allegedly taking a refrigerator, metal cabinet, and desk from a Cedar Rapids apartment he once rented. Items found in a house Burns rented near Martelle. he turned himself in later.
United Press International reports variable clouds across Iowa with a chance of showers tonight and Tuesday, followed by warmer conditions on Tuesday. Lows range from the mid 50s in the east to the 60s in the west, with Tuesday highs in the 80s. Wednesday looks partly cloudy with little temperature change and a chance of scattered showers or thunderstorms.
A UPI dispatch from Safi Morocco reports Thor Heyerdahl's reed boat Ra suffered a broken rudder on its 4000 mile trans Atlantic journey. Crew mood was discouraging as two long steering oars snapped while Heyerdahl improvised a rudder and stabilizing sail. The voyage aims to show ancient Egyptians and Phoenicians could have reached the Americas before Columbus.
Memorial Day events in Washington were set by Robert Brewer with 8 a.m. flag raising by Marines at the post office and an 8:30 a.m. service at Mc Laughlin Bridge for Navy and Marine veterans. The Washington Municipal Band would play at Central Park at 9:30 a.m. followed by a parade lineup from Messer Shell Station to the courthouse and final procession to two cemeteries.
The Washington Kiwanis Club hosted its annual banquet recognizing 30 high school seniors named to honor roll. Rev Mark Bayert gave the invocation, Ken Marsh spoke on Education is Never Complete, and Honor Student pins were presented by P E Holder to the students.
Los Angeles voters face a hard fought mayoral race between Democrat backed incumbent Sam Yorty and City Councilman Thomas Bradley. Bradley aims to become the citys first black mayor as Yorty seeks a third term amid closing support. Polls show Bradley ahead by 5 to 15 percent with high turnout anticipated and up to 75 percent of 1,127,224 eligible voters likely to vote.
About 800 friends gathered Sunday at the school gym to honor Miss Elsie Glassburner on her retirement after a long Washington school career, the last 20 years as principal at Stewart. Pupils, parents and teachers signed memory cards, viewed a memory box, and praised her leadership as former superintendents and PTA officers attended.

Jackie Lee Eakins of Montezuma and Gary Lee Deucare of Barnes City are jailed in Washington County on larceny of a motor vehicle charges after allegedly stealing Dr. E. J. Vosika’s car in Washington and fleeing through Washington, Keokuk, Poweshiek and Mahaska Counties. Police recovered the car and medical kit, with drugs believed taken then recovered.
Operation Samar Plain is a newly announced 3,300 man counter-offensive by U S military to curb a communist threat along the northern coast amid heavy weekend fighting that killed more than 600 guerrillas. The push targets Tam Ky and involves the 101st Airborne and American divisions.
