Keith Vetter reports that after weeks of stalemate both parties in Iowa drafted a compromise Van Nostrand Amendment setting House at 112 members with a 47.5 percent population factor and limiting future changes while the Senate remains on area. A separate plan aims for Senate membership near 47 with a 38.2 percent cap and 34.2 percent floor. HF 18 creates a mental health and retardation facilities commission with federal matching funds, preventing a $700,000 loss.

Iowa Highway Patrol and Washington city police charged three motorists with operating while intoxicated. George C. Triplett of Rockford Illinois faced grand jury action after a high speed pursuit through Washington streets ending near Crooked Creek bridge. Virgil Emery Davis Jr of Wellman and John W Stoutner of Keota were bound over on 350 bond each after arrests in Washington and Wellman.
Partly cloudy tonight with colder conditions in the extreme south. Sunday remains mostly cloudy and much colder with scattered light snow or snow flurries. Lows range from 10 to 15 in the northwest to 20s in the southeast. Sunday highs expected in the 30s. Outlook for Monday shows little change.
