Washingtonians awoke to a night sweep of dust from the southwest drifting across doors and cars, with winds from as far as Oklahoma. Temperatures cooled as rain misted intermittently amid a springlike morning.
A legislative study committee reviewed eminent domain laws after the 1969 and 1970 sessions. Changes adopted by the 1970 Legislature include county hearings, adequate notice, farm owner representation on condemnation, attorney fees to the condemner if award exceeds the initial offer, itemized damage appraisals for highway takings, and broader powers for government agencies and utilities under Town law and the Commerce Commission.
The Southeast Iowa Home maker Health Aide Service seeks community support from five counties as federal funding from the Office of Economic Opportunity is cut by 48 percent in September. The nonprofit, employing nine part timers and two full timers, served 38 000 hours in Lee, Louisa, Des Moines, Henry, and Washington counties and looks to local community chests for replacement funds.
A United Press International report describes a winter storm moving through northwestern and north central Iowa bringing sleet ice and snow. Widespread outages left hundreds without power or telephone service, with Belmond hit hard and 40 northern communities dark. Crews from across the state worked to restore lines as buses canceled and schools in Plymouth and Sioux counties closed. A Remsen Union bus overturned but no injuries were reported. traffic slowed to a crawl across the region amid near blizzard conditions.
Census Bureau figures show most American households pay a similar share of their earnings in federal, state, and local taxes. Direct and indirect taxes, including regressive sales and property levies, offset income taxes, making 80 percent of families’ income taxed regardless of income level. the poorest groups feel the largest bite.

State Sen. Fran Messerly R Cedar Falls renewed critiques of Iowa state universities saying faculty spend too little time in classrooms. He cited averages of six hours weekly and proposed five year contracts to prompt periodic staff reviews. After a campus stay at Iowa State University he noted students and faculty largely do a great job but criticized administration.

Workers meet at the Court House at 8 a.m. Bring a sack lunch. a wiener roast will follow. Project may end by noon or 2 p.m. depending on turnout and weather. Additional funds are sought from adult organizations to support the project.
Ronald Joseph Ruth of Kalona sustained head lacerations after a collision on Highway 22 one mile east of Kalona at 3 40 p m. His pickup was demolished and he was treated at a Kalona clinic and released. Robert Lee Shipley of Rose Hill, driving east, crossed the center line and struck Ruth’s truck. Shipley was charged with operating a motor vehicle under the influence. Ruth received care at a local doctor’s office.
The Washington Community School District set starting salaries for 1971-72 at 6850 for new teachers with a B A degree after a board meeting with the salary committee. The decision raises overall district salary expenditures by 4.65 percent and reflects changes across the salary schedule for various degree levels and years of experience.
Premier James Chichester Clark announced that Britain will deploy 1000 additional troops to Northern Ireland to quell sectarian violence. Police guarded Stormont as thousands of Protestants demanded a stronger crackdown, with crowds marching from the city center while armored units stood at gates.
Storms with heavy snow and strong winds hit the central Plains and Rockies, creating dangerous travel and livestock conditions. Four inches of snow and 60 mph gusts were reported in parts of Colorado and Wyoming, with five to ten inches in central and southwest Wyoming. Light flurries touched Pennsylvania, northwest Minnesota, and Montana as the weather stayed generally fair elsewhere. Temperatures ranged from 9 above in Butte, Montana, to 73 in McAllen and Corpus Christi, Texas.
Blizzard warning and heavy snow advisory continue in northwest Iowa this afternoon into tonight with winds reaching high speeds. Snow accumulation 2 to 4 inches more expected, with much colder temperatures and lows around 20s to 30s. Partly cloudy and colder Friday with a few flurries in the northeast and highs in the 30s.
