Gov. Robert Ray signed a bill permitting right turns on red on most streets in Iowa set to take effect July 1. Drivers must come to a complete stop before turning unless a sign forbids the maneuver.
The Senate opposed mandatory execution in a split 47 to 41 vote as part of a Haskell bill to restore the death penalty giving judges or juries discretion. The bill would punish treason espionage and deadly crimes including murder, political assassination, killing a police or prison guard, hijacking, and kidnapping.
Area One Board of Education members unanimously approve using tax funds to cover court costs and defense for president RL Evans who faces charges of violating the open meetings law. Officials acknowledge a recent closed session but say it did not breach statutes. Evans was charged by Clayton County Attorney Kevin Neyland for unlawful closed meetings on Dec 11 and Jan 8.
King Hussein of Jordan seeks about 390 million dollars in enhanced U S military assistance including Hawk missiles during an unofficial Washington visit. Talks with President Nixon and Henry Kissinger focused on the Middle East, Palestinian issues, and broader regional tensions as Hussein meets Pentagon officials.
In Tripoli Libyan hotel hosts nine Arab oil ministers reviewing the embargo on oil to the United States and Holland. Egypt and Saudi Arabia backed by Kuwait and three Gulf states push for easing. Libya Algeria and Syria oppose lifting now. Ministers arrived amid a heavy rain storm and declined to commit before talks end.
West Virginia Governor Arch Moore suspended for 30 days a gasoline purchase rule that prompted a 26 000 strong coal miners strike and layoffs in steel plants. Three protesters were wounded by gunfire near Welch as UMW pickets pressed for work. The injunction and rule affect about 10 000 workers while steel firms report slowed production due to coal shortages.
The Maryland Bar Association asked the Court of Appeals to disbar former Vice President Spiro T. Agnew for public trust violations tied to tax evasion while he was governor. A three judge panel had recommended disbarment, and the appeals court will hear more arguments April 2.

Reports say Syrian fire killed Israeli soldiers and damaged equipment while Israel denied casualties. Iraqi involvement was speculated, with mounting tension atop the front as Kissinger and regional leaders seek disengagement and aid.
Senator Norris Cotton reports Nixon suggested a fully trustworthy third party could decide what Watergate materials, if any, are relevant for release. Cotton spoke after a White House meeting and warned resignation would hurt the Republican Party. He criticized the initial handling and said Nixon should have dismissed those involved at the outset.

Iowa lawmakers move to raise salaries for Highway Commission staff with a 10 percent boost for those earning 8000 dollars or less and a flat 816 dollar increase for higher salaried workers. The bill totals 4.5 million dollars and advances to the House floor, with July 1 effective date.

Dr. David Ciscel of Memphis State says daily per-patient payments must reach at least 10.37, up from 6.15, to cover inflation and new regulations. some facilities may require as much as 10.87. Gov. Ray forms a task force to study solutions.
