The United States government states it will not agree to an armistice with Spain while peace terms are discussed. Reports from Porto Rico indicate troop landings near Ponce and planned arrivals at Fajardo. Reinforcements and troop movements are underway as Gen. Miles and Gen. Lee proceed with the campaign.
U S troops landed near Ponce on Porto Rico south coast amid war department efforts to push Miles expedition to the island. Grant's brigade is ordered from Chickamauga to Newport News, with transports to follow as Brooke and Haines prepare to join Miles. Balloon reconnaissance to Porto Rico and continued dispatches mark the evolving campaign in the Caribbean.
A letter from Mrs Port er describes Spanish barbarities during a military crisis, noting wounds of 200 American and Spanish soldiers and many Spaniards killed in improvised hospital routes. She mentions moonlit surgeries, guards against candles, and commissions found on guerrilla bodies. Also noted are praise for General Wood and Lt Roosevelt by Cuban soldiers, tension with colored troops, and a mass road record near Stoughton.
