SPECIAL TO EVENING JOURNAL sums McKinley plans as government circles prepare to respond to Spain's peace proposition. The dispatch covers wartime notes from Madrid and Washington on Cevera fleet, Hobson, and Pacific operations with brief mentions of telegraph policy and ship movements.
Milwaukee July 27. Miss Jessie Schley, envoy of the Par's Peace Society, is cited under United States laws on crimes against the government. The statute assigns penalties up to a $4,000 fine and from six months to three years in prison for knowingly engaging with foreign governments to influence or defeat U S measures.
A five-man gang attempted to rob Checotah bank in Indian Territory. One robber warned authorities. about fifteen armed locals met the gang just outside town. Two robbers were killed or wounded. three captured and to be sent to Muscogee for trial. Leaders Miller and Crosy escaped, with a deputy marshal manhunt ongoing.
Washington reports from St Thomas dated July 28 1898 describe the capture of Guanica harbor by naval forces. The Gloucester under Wainwright led the assault with minimal resistance while transports and troops went ashore. The Spanish flag was lowered and the U.S. flag raised with no casualties.
