UPI reports from Washington list Sgt Jerry W Cutting of Davenport among American servicemen killed in hostile action in Southeast Asia. The Dentese Department identified him as the son of Mr and Mrs Gerald N Cutting.
DES MOINES UPI The Iowa House approved a constitutional amendment to extend terms from two to four years for governor lieutenant governor auditor secretary of state secretary of agriculture treasurer and attorney general. The measure, requiring Senate approval before a public vote, passed 57 to 37 amid Democratic opposition. Governor Robert Ray has long sought longer terms, arguing two years hinders program implementation. A proposed amendment to include only the governor and lieutenant governor failed.
Iowa Department of Public Safety reports 1970 traffic deaths near five per 100 million miles, with 18.0 billion miles driven and 908 deaths. Vehicle registrations hit 2,075,806 with 1,678,262 operators. One-third of deaths involved drinking drivers. 35 percent could have survived with seat belts. Most victims were from within 25 miles of home. Halloween crash near Knoxville killed five teens. Pedestrians 71, motorcyclists 37, bicyclists 10 among fatalities. Train-vehicle crashes totaled 42, down from 1969.

NEW DELHI (UPI) reports an Air Ind airliner with 29 people on board was hijacked over Kashmir and flown to Lahore Pakistan. The Indian government demanded the plane return with its mail cargo crew of four and 25 passengers. Sajjad Hyder, Pakistan's high commissioner, said he could not confirm if Pakistan would agree.
Des Moines report on a bill by Rep Michael Blouin to ban government pressure requiring loyalty oaths or political contributions as a condition of employment. The measure would allow removal from office for violations. The controversy follows Polk County Sheriff Wilder Hildreth admitting staff contributions to his campaign funds.
Apollo 14 commander Alan B. Shepard and teammates Stuart A. Roosa and Edgar D. Mitchell relaxed at the Cape Kennedy spaceport while Shepard planned another simulator session.
