Field station assessors for Washington city opened at 205 San Marion Avenue to help taxpayers list personal property for assessment and apply for homestead and military exemptions until February 6. Office hours are 9 am to 4 pm weekdays, 7 pm Wednesday, and 9 am to noon Saturdays, with similar hours at the Kalona city wall.
The Municipal Laws Study Committee urged ending the 60 percent threshold for general obligation bonds, a rule seen as blocking school construction. The report accompanies Iowa's home rule charter push, proposing broad city powers, new boards, and a tax and revenue framework, with completion aimed for 1973 pending review.

DES MOINES The Iowa Association of School Boards reports the state average base pay increase for teachers is about 3 percent or roughly $200, the lowest in several years. TASB president T. E. Davidson notes districts are holding spending, with most giving 6 percent overall raises tied to cost of living. About 38 of 453 districts expect increases above 10 percent, while two thirds aim for under 7 percent. Base salaries rise with experience, but some communities may not permit increases. Regular raises keep pace with inflation, yet base pay lags inflation by about 27 percent.
Iowa lawmakers sent two school funding proposals to the floor and committees. One plan would cap budgets and provide 45 dollars per pupil while the other proposes 55 dollars per student. Both aim to stabilize funding from income and property taxes and state aid, offsetting deficits and matching Gov. Ray's budget approach. The bills differ on distribution of state equalization aid and rely on supplemental appropriations rather to base increases.
Kalona and Riverside respond to CMRS plea to oppose the Chicago Rock Island line abandonment from Hills to Montezuma. Estimated protest costs run 9 500 to 5 000 dollars for legal fees and expenses. Local towns pledge funds and more groups join, with hearings likely in spring.
Cedar Rapids resident Charles Jordan celebrated his 41st birthday with a kidney transplant from a deceased unrelated donor. He and Mrs Retta Legg of Marshalltown were two of 15 recipients at the University of Iowa Veterans Administration Hospital Transplantation Center since November 1969. Seven recipients have received kidneys from deceased donors.
The Army dismissed all charges against Maj. Gen. Samuel W. Koster in the My Lai case due to insufficient evidence for most specifications. Seaman found limited support for two specifications, noting Koster did not report civilian casualties and lacked a thorough initial investigation, while vowing no intentional abdication of duty. The Americal Division former commander later led West Point before resigning.
President Nixon called on Congress to extend the draft two more years and authorize 1.5 billion dollars to ease the extension, while lawmakers doubt abolition is feasible. Senate and House leaders debated timing and feasibility, with hearings slated and priority given to the draft. The plan includes a monthly lottery to balance liability and a 50 percent pay raise for low tenure enlisted personnel starting May 1.

Much colder conditions will follow with lows from 5 below in the northwest to 5 to 10 above in the southeast and highs from zero to 19 above as winds shift to the east.
