Inmate Stabbed at Iowa Penitentiary

Richard E. Schmitz a 33 year old Dubuque man serving 75 years for second degree murder was stabbed on an interior stairway at the Iowa State Penitentiary in Fort Madison. He was treated for a single wound and underwent surgery after being rushed to a local hospital. The incident prompted a Bureau of Criminal Investigation probe.

Iowa Senate approves abortion regulation amendments

The Iowa Senate, in its first week of debate on the criminal code revisions, passes two abortion provisions. A six month ban unless saving the mother’s life is approved 36 to 7, and a second rule requires physicians to preserve a viable fetus after week 20, with penalties up to one year jail or a $1,000 fine. An amendment allowing spouses to file forced-sex charges was rejected 32 to 11.

Dunton urges patience on ethics lobbyist rules debate

Iowa House approves lobbyist reporting rules ethics code

The Iowa House 86 to 4 adopted a ethics code requiring monthly lobbyist expenditure reports on food entertainment travel to lawmakers. Proposals to require lawmakers’ and lobbyists’ disclosures over $5 were rejected. The session heard fierce debate over gifts to legislators and influence, with further measures advancing to the governor.

Des Moines Area Builder Found Shot Dead in Norwalk Home

The body of Billy O. Phillips, 60, a Norwalk businessman and building contractor tied to a Des Moines printing firm, was discovered Friday night in his Norwalk house by two Girl Scout cookie sellers. Police believe he was shot in the face with a small caliber firearm from a distance.
