Sheriff Fred Clemmensen of Audubon county arrested Elvin Dean, 26, on a street description after a wire from Alma Wisconsin alerted him to a forgery suspect. He located and detained Dean downtown within ten minutes.
Des Moines marked 10 below that day while Sibley in northwest Iowa hit 35 below zero, the coldest official reading of that bitter winter in the state.

Cerro Gordo county supervisors authorize a 1938 road construction plan with about 56000 dollars for graveling and grading 4% miles of county roads. County Engineer R F E Robertson notes the new farm home in the county lies over a mile from a surfaced road.
More than 400 persons in Vinton have been vaccinated against typhoid fever, including 187 students at the state school for the blind. Vaccine for 1,000 more is on hand. City Physician R. Woodhouse said the rush followed fears of surface contamination in the city water detected February 4.

In Kingsville Ontario on February 16 a ship is due to depart loaded with food and gasoline to relieve 150 people stranded for two weeks on Pelee Island. For the past fortnight the island has had only a small plane delivering mail and parcel post twice daily.
Karl Browder, general secretary of the US Communist Party, returns from Russia with a proposed peace plan that allows only Russia to retain an army and navy. He argues other nations lack Russia's frontiers and labels a large Russian force a peace move while placing US plans for expansion under criticism. He cites about 76,000 communists in America.
