Census figures show 53 percent of adults over 21 lack a high school diploma and 13.5 percent have only basic eighth grade schooling. CAP and the Washington County Board of Education sponsor a program leading to a high school equivalency certificate, with about 30 students enrolled. Classes meet twice weekly, conducted by Tom Berteh and Mrs. Dwight Bode, ending in March as students prepare for exams in Cedar Rapids Ottumwa and other centers. The test costs five dollars to take and five more to issue the certificate, spanning ten hours across five divisions.

Hospitals tie hike in rates to wages in Cedar Rapids
In Cedar Rapids two hospitals, St Luke's and Mercy, raised private room rates by about 9 percent as a result of the new federal minimum wage law that took effect February 1. Private rooms now run $34.00 at St Luke's and $34.50 at Mercy, with about a $2.50 per room average increase. administrator Louis Blair cited higher base nurse salaries from 435 to 470 dollars per month as contributing factors.

Nurses Agree To Work Contract In Iowa Signing Tonight
DES MOINES UPI The Iowa Nurses Association expects the first contract with Jennie Edmundson Hospital in Council Bluffs to be signed around 11 p.m. after hospital board ratification. The two year deal raises starting pay to 450 monthly on Feb 15 and 500 starting Jan 15, 1968. It includes grievance procedures with outside arbitration, a Blue Cross Blue Shield hospitalization plan, longer vacations and more sick leave.
Hughes reverses stand on Coupal salary raise
Gov Harold E Hughes changed position and urged $27 600 annual pay for Iowa Highway Director Joseph Coupal after learning Harry Bradley Jr promised a firm increase. Coupal started Dec 1 at $23 700. Hughes noted past miscommunication and said the Executive Council should approve the raise now, not retroactively.

Three Die On Iowa Roads In Separate Crashes
United Press International reports three traffic deaths in Iowa. A rural Pomeroy man, Larry Harms, 22, died in a head on collision with a semi near Manson in Calhoun county. Russell Lindquist, 43, of St Paul Minnesota, was uninjured. Richard Guatney, 29, of Chariton, was killed when his truck at a crossing was struck by a freight train. A Davenport woman died after being struck while standing behind her car on a Bettendorf street. The 1967 Iowa traffic count rose to 50, one more than a year ago.

Conn backs tax raises for Iowa schools to 40 percent
Blythe C. Conn executive director of the Iowa Association of School Boards urged a House committee to raise state aid to local schools to 40 percent by increasing sales, personal and corporate taxes. He proposed earmarking the revenue for education and setting sales taxes at 2 to 3 percent, arguing the state now funds about 13 percent of schooling and that more funds are needed to relieve property taxes and improve programs.

No clues in doctor and wife slaying in Saginaw home
Police investigated the brutal killing of Dr Archie A. Claytor and his wife Marie in their Saginaw Michigan residence. Both were bound and beaten. Dr Claytor was shot and found in pajamas.
