Willie Clark died from burns after his clothing ignited while he tried to stay warm by the stove. He was 71 and died at University Hospitals after being moved from Des Moines.
Rep. Edward Mezvinsky of Iowa calls on Secretary Butz to scrap a proposed USDA rule boosting food stamp costs by 7 percent, stating it harms the elderly and low income as inflation and recession bite. The policy would require 30 percent of recipients' monthly income for stamps effective March 1, 1975.
A trio of investigators began a week long study of the state penitentiary in Fort Madison Iowa. Sanger Vowers former Wisconsin corrections director Ellis MacDougald former Georgia prisons director Nolan Ellandson Iowa adult corrections chief and Jack Young former Minnesota warden arrived to tour the facility. They will file a report with the Iowa Social Services Department after the evaluation.
County and city officials tentatively agreed to explore a centralized radio system for law enforcement across Washington County. A preliminary plan will be presented to all town mayors tonight at the courthouse as talks study a shared transmitter receiver and possible frequency change from 37.10 to 37.08 and dispatcher consolidation.
Soviet Foreign Minister Gromyko rejected any U S trade agreement that would link Moscow to emigration concessions, denouncing amendments tied to Soviet Jewish departures. The U S Senate approved trade terms amid emigration ties, while Jackson officials defended the linkage and disclosed correspondence with Kissinger.

Iowa Supreme Court ruled Linn County grand jury lacked jurisdiction to indict Safety Commissioner James Steinbeck and five Cedar Rapids officers in 1974. The court ordered the Linn County District Court to set aside the indictments and related charges of perjury obstruction and conspiracy. The named officers include Robert Manchester Kenneth Millsap Darwin Ammeter Donald Rosedale and Wallace Johnson.
Iowa House Majority Leader Edgar Hoden urged a full investigation into a Seagram Distillers Co party held last week in Des Moines. He alleges possible illegal advertising and gifts of liquor and raises questions about who paid for drinks served to about 300 attendees.
Treasury Secretary William Simon predicts unemployment could rise to 7.5 or 10 percent next year as Congress nears approval of a $5.5 billion public jobs package. The plan would fund 330,000 public service jobs at about $7,800 yearly and extend unemployment benefits for 12 million workers, with 26 weeks paid for those not yet covered. Another companion bill would add 13 weeks of benefits.
The Iowa Supreme Court ordered Worth County Supervisors Harvey Bartz and Arnold Buechele removed from office for irregularities amid a 1971 BCI probe. The court reversed a lower court ruling and cited loose funds management and improper mileage claims. Buechele, Bartz and Harmon faced gratuities and falsified mileage records. Bartz resigned, Harmon was previously removed.
