At least 16 people died in fires across the East and Midwest on Thursday. Many victims were families using faulty heaters and oil stoves during cold weather. The toll included multiple fatalities in Ohio Indiana Wisconsin Minnesota Virginia Michigan Nebraska and Nebraska locations with several children among the dead and survivors noted in several households.
Iowa Department of Public Instruction figures show larger districts enjoy lower per pupil costs. High schools in 1 to 24 student ranges averaged 599 while those over 600 averaged 447. 400-499 schools were as low as 398. Elementary costs ranged 334 for 24 or fewer pupils, with 260 for 400-499. overall elementary 297 and high school 535.
Des Moines report says 23 year old Jehovahs Witness Carl D. Heckman from Guthrie Center and Muscatine County pleaded innocent to charges of refusing induction. He confirmed conscientious objector status and refused noncombatant duty, citing belief opposed to all military service. Judge Hicklin offered a court appointed attorney as Heckman requested legal aid.
At Geneva the United States Britain and Soviet Russia agreed on the composition of an international control organization for a nuclear test ban treaty. The accord advances the six week talks but leaves key powers and enforcement methods unsettled. Sources said East and West may break the deadlock on a separate aviation prevention talks next week without fixing a restart date.
Country Club members relying on the slopes for winter sports were told to stay off the greens. Board members warned that continued use for skiing and sledding could lead to closure during winter months and costly green replacements.
In Essex Ontario a collision between a New York Central passenger train and a Holy Name School bus killed two nine year old pupils Paul Posse and David Purvis. The driver Albert Slock and three other students were injured and treated at Essex Medical Center. The Detroiter train was about 30 minutes late into Detroit.
Secretary of State John Foster Dulles left Walter Reed Hospital feeling fine and prepared to meet President Eisenhower before flying to Paris for talks with Britain France and West Germany and other NATO powers on the Berlin crisis. He had been hospitalized for an inflammatory condition and said he feels better than two years ago after surgery for a cancerous intestinal growth.
A 29 year old stock clerk in East Side Manhattan confessed to setting nine recent fires and 40 to 50 earlier blazes to watch fire engines. Ernest Seymour was arraigned in Felony Court and sent to Bellevue Hospital for psychiatric evaluation. He also claimed responsibility for seven fires in a 14 block area around Nov 20. He was arrested after tossing matches into rubbish piles in two more tenement buildings.
The Iowa Board of Regents approved dormitory rate increases up to 60 per year for University of Iowa students. The rises apply to the 1959 summer session and the 1959 60 school year, lifting double and triple room charges to 780 annually, about 180 more than Iowa State College. The plan cites construction history and borrowing factors and overruled a delay request from Mrs. Joseph Rosenfield. Elwin Jolliffe proposed the increases.
Des Moines UPI Howard R. Bowen chairman of the Committee of One Hundred said Iowa has an impotent state government because large areas do not view Des Moines as a focal point. He proposed a State Planning Office to strengthen the governor’s office, noting other states have similar offices to focus public thought on state issues.
Des Moines report outlines former Defense Secretary Charles E. Wilson's view that a communist clash with the free world will persist for about 30 years but a full scale world war is unlikely. Also notes time capsule predictions for 1987 Look magazine anniversary and five factors reducing war risk.
At the United Nations General Assembly in New York a 54 to 10 vote approved a resolution urging Russia to end repression in Hungary and to withdraw Soviet forces. Sir Leslie Munro of New Zealand was named watchdog to report to member states and the Assembly.
Mrs. Etla Curtis rites at Junction Saturday report of services for Mrs. Etla Curtis who died Thursday at her home in Columbus Junction. Funeral at Stacy funeral home at 2 p.m. with Rev. Melvin Meineke officiating and burial in Columbus City cemetery.
Public health officials announced a nationwide polio vaccination push aimed at 40 million Americans under 40 who have not received a single Salk shot. Surgeon General Leroy E. Burney stressed urgency to begin now to secure protection for next summer as the eight month inoculation span begins.
UPI reports court appointed monitors of the Teamsters Union may charge James R Hoffa with corruption soon after a sweeping court order gave the panel broad reform powers. Judge Lettss decision allows removal or contempt penalties if Hoffa resists oversight.
Iowa Governor Herschel C Loveless and Mrs Loveless spent a long day shopping in London stores after arriving from Paris and Rome. They bought a new hat and shoes for the inauguration, gifts for family, and joked about weight on their trip while humorously declining a camel from a Bedouin chief in Israel.
The Iowa State Agriculture Dept. seized 2700 pounds of spoiled oleomargarine stored in a Des Moines warehouse. L.B. Liddy said it was unfit for human consumption and ordered it melted for animal feed. Inspectors will check similar oleo from the same company statewide.
Moscow warns the West against forcing access to West Berlin as Khrushchev reiterates plans to hand Berlin to East Germany. Tass declares any attack on East Germany is an attack on Warsaw Pact forces. State Department says US will defend its rights in Berlin despite threats. Humphrey calls Berlin situation fraught with danger.
Warden Ralph W. Alvis refused to hand over two revolvers and ammunition to Walter J. Byomin as he seeks evidence access under a court order. The warden cited prison safety, offering possible view through a screen. Byomin, sentenced to death in 1957 for the murder of Officer Edmund G. Smith, sought the transcript and material from the trial.
A five week tax drive in the Davenport area netted the Iowa State Tax Commission nearly 25 thousand dollars in delinquent taxes. The drive ended Thursday and warrants will allow seizure of real or personal property for nonpayment. Next on the list are Muscatine Stockton Durant Cedar Rapids West Liberty Bennett and Moscow.
