Washington lawmakers pressed a compromise 3.6 billion dollar bill to raise Social Security monthly benefits by 13 percent, boosting payments from 44 to 55 dollars next February. The plan caps federal AFDC contributions, raises the payroll tax base to 7800 dollars, and increases the rate to 4.8 percent in 1969 with further steps to 5.2 percent.
The proposal outlines higher payroll deductions rising to 343.20 in 1969 and 460.20 by 1987, with the tax base broadened on Jan 1 and early benefits in March. Republicans note the higher rate takes effect after the November elections while February starts an extra 1 monthly premium from 18 million seniors in the doctors’ bills program.
The Iowa Sheriffs Association unanimously backs a 300 member civilian emergency police force to be deployed in severe outbreaks or disorders. Scott County Sheriff William Strout leads the effort, with a six member committee including Elmer Hightower and Maynard Schneider to start organizing and funding. The squad would operate under the association with local counties supplying members and funding housing and training.

Iowa Attorney General Richard Turner told an Iowa Taxpayers Association luncheon that the state’s new services tax can and must be enforced on new construction. He cited differing tax commission interpretations as overstepping legislative power and urged adherence to the law despite industry concerns. Turner noted Gov. Hughes opposes applying the tax to new construction and referenced the Department of Revenue’s forthcoming leadership.
London reports British Prime Minister Harold Wilson plans a Moscow visit early in the new year to push for a Vietnam settlement after talks with President Johnson in Washington. The pair would discuss the Anglo American role in Geneva and Britain’s pivot toward Europe amid stalled Hanoi negotiations and a prior Kosygin fl ood of talks.
