Morgan proposes House vote on Mansfield end the war amendment
Congressman Thomas E. Morgan proposes a House vote on the Mansfield end the war amendment to break a foreign aid deadlock. He seeks to reconcile a $2.6 billion Senate plan with a $3.4 billion House bill while holding four more compromise talks. Morgan says he would not yield if all attempts fail and favors a House vote over unchanged aid. The Mansfield amendment would require Indochina troop withdrawal within six months after POW releases and MIAs are settled.
