Fairfield police and Mayor WH W Fritts ordered all dogs in the city quarantined for 10 days following a Sunday rabies report from a pet dog running at large. Officials cannot confirm other bites and urge owners to keep pets tied up.
Eldon R. Wheeler, 49, operator of a barber shop at East Thirtieth and Walnut streets in Des Moines, was fined 500 after pleading guilty to driving while intoxicated. A one year license suspension and arrest by Prairie City authorities followed a Sunday night incident. Cecil Cating, 43, of Monroe, was fined 3800 and given a 60 day license suspension for the same charge.
The War Department announced contracts worth about 4.1 million dollars for changes in loading lines at the Cornhusker Ordnance Plant in Grand Island Nebraska and the Iowa Ordnance Plant at Burlington Iowa. Weitz Construction Co of Des Moines and Day Zimmerman Inc of Philadelphia received the awards. District engineers estimated the Burlington plant work would total 1.5 million dollars.
Ottumwa police investigate a Sunday night theft from John Baking Co as 26 chickens vanish. Meanwhile a Friday night loss of more than 1000 chickens from a south side firm remains unsolved and under inquiry.
William Hugh Welch, 19, bound over to the federal grand jury on a charge of illegally wearing a military uniform. Welch was arrested in Clarinda by Sheriff Ed Hipsley while wearing a second lieutenant uniform from the Army Air Corps. He claimed ties to the Flying Tigers and combat in the Pacific, but FBI records show he never left the United States. Welch gave addresses in Omaha and Riverside and said his father is a retired lieutenant colonel who ran a 2000 acre farm.
Oral C Ulin of Wellman files suit for divorce from Hazel Arlene Ulin alleging marriage in Washington on June 7 1987 and separation on November 11 1948 with three minor children in defendant custody. Plaintiff has served in the military since December 1948. L J Kehoe is attorney.

UP-Lt. B Eugene Schrmidt of Buffalo New York and Lt. Gailen Putman of Klamath Falls Oregon bailed out when their training planes collided in midair near North Pinefish Iowa. They parachuted to safety, officials at Ottumwa Naval Air Station said.

Robert Sellman of Keota, a recent high school graduate, receives The Evening Journal scholarship to Iowa Wesleyan College based on his school record and recommendations. The program supports both genders and is funded by the college and paper with other southeastern papers also offering scholarships. Mt Pleasant College aided wartime cadet training and anticipates returning to normal activities as student enrollment rises after hostilities end.
A child health conference will be held at the Crawfordsville Methodist church on Wednesday afternoon August 30 from 1 to 3 o'clock. Appointments can be made with Margaret Davidson at the Crawfordsville post office.
