The August cabinet meeting focused on drafting new instructions for Cuban and Porto Rican military commissions. The plans, to be recast in days, will assign them to occupy cities, collect revenues, and maintain order while taking control of surrendered assets and public property.
Governor Mount sent telegrams to Indiana regimental commanders asking if they and their men wish to be mustered out after the war. Petitions from soldiers cited family, work, and home duties as reasons to leave the field. The same day in Washington the president promoted naval officers for conduct in battle, advancing Benjamin Tappan and Thomas Brumby five numbers.
The president advanced lieutenants and ensigns including Harry J Calcwell William P Scott and naval cadet William R White and Acting Carpenter James I Haey to higher ranks. Washington Aug 24. The Knights of Pythias biennial encampment in Indianapolis attracts record crowds with an estimated 75,000 visitors since Saturday, surpassing past events. A 18,000-strong parade features 10,000 Uniform Bank members led by Major General Carnahan and Gov. Mount on horseback, amid extreme heat and large Union Station flow.
Alton Illinois August 24 Willard Gillham once postmaster at Upper Alton after seven months of disappearance has been brought home severely ill with typhoid malarial fever and cannot recognize visitors. His brother in law W W Lowe retrieved him in Cincinnati where doctors reported the danger of his recovery. His wife remains by his side as officials fear he will not recover enough to explain his sudden departure. Fort Wayne Indiana August 24 a surgeon grafted skin from eight Columbia City residents onto Herman Monroe a ten year old burned boy. If successful, he may recover though he remains in a precarious state.
A farmer found an elderly man, about 65, with gray hair and mustache, 5 feet 9 inches tall, of German extraction, dead on the Kaskaskia river bank ten miles southwest of Carlyle. The coroner's jury ruled natural causes. Identity remains unknown.
Decatur Indiana records a new political party organized Saturday night with 1000 members. The platform calls for pure government and a full slate of candidates pledged to return half their salaries to the county to audit and straighten the books.
Baraboo Wis Aug 24 Miss L K Commander pastor of the Free Congregational church delivered her closing address Monday night She departs for Ruskin Tenn to join a Socialistic colony and will stay at least one year to study the organization.
Philemon Nagans two story dry goods and clothing building in Kaukauna Wis was burned early yesterday. The entire stock was destroyed and only with difficulty was Mrs Nagans aged father rescued alive from the flames.
In Crystal Falls Michigan on August 24 two Italian miners were tamping a drill hole with dynamite when the tamp stick was forced too hard. Marati Sperandio was killed instantly and Francisco Costa was gravely injured and not expected to live.
The Weyerhaeuser company will erect the most extensive and fully equipped saw mill on Lake Nebagamon in Superior Wisconsin to harvest the pine timber of Douglas and nearby counties. It will produce 350000 feet of lumber daily with on site drying and pressing.
A Boston Journal reporter interviewed Rear Admiral Sampson on the train to Washington. He rejects Colamb’s critique of naval strategy and argues fireproofing ships, reducing woodwork, and building ships with minimal woodwork. He defends torpedo boats as needing proper design and notes big guns remain essential for future battles.
Admiral Sampson extols heavier guns and smokeless powder for superior armor piercing and higher velocity. He notes crews’ discipline and health, claims 12 000 sailors with only twenty casualties, and describes wartime readiness built from peacetime drills. In Angouleme a French artillery captain kills his lover and orderly before suicide following a quarrel.
