Special to Evening Journal reports several war updates with Gen Shafter’s departure anticipated from Santiago and peace terms nearing. Navy plans hold scattered ships until peace is declared while Manila squadrons receive reinforcement. Voyage routes include Suez to Asiatic waters. Peace commissioners Davis and Fry meet President McKinley.
Senator Davis chairman of the foreign relations committee and peace commission member met the President to discuss American terms for the Philippines. Talks covered control of Luzon and church state separation amid speculation on the administration’s plan. Davis refused to discuss war questions with reporters, praised the Thirteenth Minnesota at Manila, and arranged to bring home Captain Bjornstad’s remains.
Washington August 25 Cuban representatives in the United States push for Cuban forces to disband and for acceptance of U S policy in Cuba. They report letters and arguments to Cuban leaders while awaiting effects on Cuban officials. General Castillo reports to the Cuban junta in New York after returning from Cuba.
Indianapolis dispatch reports the Knights of Pythias supreme lodge held an executive session with committees appointed and reports referred. New appointments filled six year terms include John H. Alexander and William B. Gale. Gale becomes supreme tribune succeeding Geo Zay. Camp Colgrove drills began as Class A units performed.
Chicago reports Commodore Philip protests to the secretary of the navy against his promotion as it benefits him over worthy comrades who served bravely at Santiago and Manila. He cannot decline without resigning, highlighting perceived injustices and promotions that demote other officers.
The letter critiques promotions as misleading praise and urges Europe style rewards. It notes Dewey era promotions shifted ranks without pay gains, leaving many captains modestly compensated while others gained. It proposes lifelong annuities or full retirement pay as fair bonuses, citing Dewey, Sampson, and Schley.
