70 Percent Are Not Punished Most Juveniles Freed
Iowa Governor Loveless and the Governor's Committee on Penal Affairs reported that 46.8 percent of juvenile delinquency cases were disposed of by probation, 11.8 percent held open, 10.8 percent dismissed, and about 25 percent committed to institutions.
