Washington July 17 The ways and means committee aims to recover funds from war profiteering by contractors through retroactive taxes or by cutting profits at the source. About 1,200 Treasury workers are compiling data, with a full report due in three weeks. The panel weighs methods to deter profiteering while ensuring revenue for postwar needs.
About 7000 to 8000 skilled mechanics tool makers and apprentices walked out in Newark district plants including Splitdorf Westinghouse Edison at Orange Arms and Fuse Bloomfield. Demands include 85 cents hour for tool makers 75 cents for machinists 65 cents for specialists and 50 cents for machinist helpers. Strike conducted orderly with a mass meeting planned for late afternoon.
Washington reports a three percent jump in retail food prices from April 15 to May. Department of Labor statistics also show food costs 63 percent higher in 1918 than May 1916. Every food item rose at least 38 percent, with some up 100 percent or more over the period.

London July 17 The Marne Champagne front saw improved conditions after counter attacks as the German offensive faltered with 10 000 losses reported by IN S. East of Rheims only local fighting occurred between the Suippes valley and Massignes with French repulses and regained trenches. Von Arnim has joined the battle east of Rheims and derelict tanks litter the forefield as French anti tank guns and mines halt advances. French casualties in Champagne described as extremely light and no French guns lost.
Paris reports Duval director of the Germanophile Bonnet Rouge was shot at Vincennes for aiding enemy propaganda. He was executed on the same field where Bolo Pasha fell. An appeal filed after conviction was rejected on July 11. other Bonnet Rouge figures were tried and sentenced to prison terms.
Washington July 17 the President by executive order this afternoon set aside lands in the District of Columbia for the housing of government workers.
Zurich dispatch cites Arbeiter Zeitung report from Vienna warning the food situation in Austro Hungary remains critical amid military crisis. Internal conditions worsened and the dispatch says no one can foresee tomorrow's events.

London reports Quentin Roosevelt son of former President Roosevelt was shot down and killed on the Chateau Thierry sector of the Marne front His cousin Philip Roosevelt in the trenches witnessed his fall The loss shocks Col Theodore Roosevelt who plans to address the Republican convention while the war rages with about fifty enemy divisions engaged from Rheims to south of the Marne and about 600000 troops involved
Washington July 17 an executive order to take over the nation telegraph lines for the war is expected from the White House. The order would appoint Postmaster General Burleson to head the system, with former Representative Lewis of Maryland named as assistant in administration of the lines.
