The Federal Trade Commission urged tobacco manufacturers to revise ads to avoid implying medical approval or health benefits. A proposed standards list, prepared by FTC official Charles Grandy, calls for ads to focus on quality and taste and to omit references to medical anatomy or clinical approval amid ongoing scientific debate on lung cancer. The voluntary guidelines accompany an independent industry inquiry and stress avoiding statements that could mislead consumers about health effects.

Cost factors drive treatment choices for Utah offenders
A Utah Foundation report on probation and parole highlights cost as a key factor in handling law violators. Prison confinement costs Utah about 1,310 dollars per inmate, with 1.6 million in annual productivity losses and over 125,000 in welfare for families. The study notes prison populations rise since 1945, with a March 1954 peak of 614 inmates. Parole accounts for about 70.7 percent of releases, while probation usage varies across districts, prompting calls for more uniform and mandatory pre sentence investigations for first offenses.
