The Utah Economic and Business Review notes a definite decline in construction in late 1948 across 23 major Utah cities and unincorporated Salt Lake and Tooele counties. Weather and seasonality partly explain the drop, but the decrease exceeded seasonal expectations in many areas. Vernal reported seven housing permits totaling 29,000 with total building in progress at 42,800. new dwellings fell 56 percent and total new building value dropped 63 percent from 1947. No early 1949 progress data.
