Watkins Bill Gives Local Control of Projects
Washington special reports Senator Arthur V. Watkins introduces a bill to shift power project management from federal to an interstate water and power users association. The plan retains federal construction but arms the new body with operation, maintenance, and power sale duties, aiming for lower rates and basin-wide development while preserving existing priority benefits. The bill outlines formation by states along interstate basins and possible state legislation to enable participation.
