Repeal Fails to Empty Federal Penitentiaries
Federal Prisons Director Sanford Bates reports that repeal of national prohibition did not ease overcrowding. Liquor law violation commitments rose to 4,516 in the last fiscal year from 2,208 in 1934, while federal prison population climbed 25 percent from 12,201 to 15,417 since June 1934. He cites increased severity of liquor cases by courts and shifts in parolees as factors.
