Missouri floods devastate Kansas City area

A series of flash floods cresting as high as 20 feet swept through the Kansas City metro causing deaths and millions in property damage. By midmorning 13 drowning victims were recovered including seven in Kansas City Missouri four in Leawood Kansas and one each in Independence and Blue Springs.

Kent case reopened in Kent State shootings retrial ordered

A federal appeals court reopened the seven year old Kent State shootings case and ordered a retrial in a $46 million lawsuit against Ohio Governor Rhodes and others. Attorneys say the parents of victims are likely to prevail as the correct result, with liability for the killings and woundings.

Stokowski Dies at 95 in Hampshire Home

Conductor Leopold Stokowski died at his English country home in Hampshire after a heart attack. Born in London to a Polish father and Irish mother, he had been treated for a virus infection before a mild coronary attack ended his life at noon.

Ukiah Planning Commission Eyes Downtown Rezoning Hearing

The planning commission will hold a second public hearing on downtown Ukiah rezoning bounded by Walnut Clay Bush and Spring streets. At the Aug. 24 meeting 15 residents testified for and against the plan. Potential signs for Pear Tree Shopping Center and requests from Foster Freeze and a pet shop at 166 E Gobbs Street are also on the agenda along with an architectural review for a 17 unit apartment building.

Lights go up at Perkins and Orchard to ease congestion

Work begins today on eight phase traffic signals at E Perkins and Orchard Avenue to manage traffic from Orchard Plaza and Pear Tree shopping centers. City Electrician Maurice Roper says the $70,000 system will allow left turns and may briefly reduce to a single lane while construction lasts, expected in two to three weeks.

California license fee hike backs up tax relief plan

A Sacramento conference committee endorsed a plan raising motor vehicle license fees by 590 million over five years to finance local government services and offset optional local taxes. The bill SB154 targets higher fees on new and first time registrations, with revenues split to fund counties and cities.

Warning on rabid skunk in Ukiah area

Mendocino County health officer Dr. Craig McMillan said a skunk shot on Jones Street was rabid. Ukiah Police Chief Donn Saulsbury ordered the animal destroyed after residents reported dogs chasing it. The carcass was sent to a Berkeley pathologist. county averages about 60 rabies cases yearly. Residents who fear pet exposure should call 468 4465.

Senate moves to curb gas guzzlers with 16 mpg rule

The Senate backed a conservation package aimed at energy efficiency and a 16 mpg minimum for 1980 models rising by one mpg yearly to 1985. Votes defeated attempts to weaken the ban or replace it with a gas-guzzler tax. Carter pushes taxes and weatherization measures alongside continued federal gas price controls with a higher ceiling.

Wednesday hearing on rural land use proposal Ukiah study

A public information session on the 701 study on county economic planning will be held Wednesday at 8 PM in the Veterans Memorial building Ukiah. Dave Hancock will outline results and answer questions. The yearlong study funded by the state Office of Planning and Research examines rural subdivisions and economic support mechanisms for the county. It notes environmental costs of new rural homes and that residential development reduces open space value. It also reports one third of the 60 000 residents arrived in five years with underemployment and $2.4 million foregone income. Copies of the 80 page report are in the library.
