Reports say the Viet Cong planted an explosive at an officers club in Saigon. Authorities were investigating amid ongoing Viet Nam unrest and sporadic violence since antiwar protests began.
Ukiah City Council moved to set a special election for February 2 to decide selling the municipal propane gas system to PG&E for 725000. PG&E offered to reimburse election costs to accelerate inclusion on the tax rolls by March 1, boosting city and county revenues.

Sacramento reports that the California Highway Patrol will make drinking drivers the top target during the Christmas holiday weekend. Commissioner Bradford M.
