Tax shift bill still no answer to problem of school financing
In Sacramento, California schools will gain 1.1 billion as Reagan signs a Moretti backed bill next week. It increases state share of education to 43 percent, trims local property taxes, and directs funds to urban special education, early childhood, and school upkeep. Critics warn it may not fully solve Serrano v. California financing issues and could divert funds from creating a balanced system. Districts gain starting July with tax relief felt by homeowners next November and December.
