John S. Gleason Jr., once a top banker and former head of the Veterans Administration under Kennedy, arrives at Marion Penitentiary to serve a three year sentence. He starts in a prison camp for trusty-type inmates after pleading guilty to bank fraud.
Palestinian leader Yasser Arafat praised discussions with Soviet Foreign Minister Andrei Gromyko as a great success and accused the United States of trying to keep the Soviet Union out of Middle East peace efforts. He said settlement requires Soviet participation and called the USSR a loyal friend of Arabs.
Hong Kong Royal Observatory and Philippine station report an intense quake in southwestern China with a 6.3 magnitude. USGS says no detection. China neither confirms nor denies. Mattsushiro Observatory near Tokyo offered a similar account.

The grants total 488 109 for the fire station and 201 891 for the creek project, with bidding and construction to follow city council approval within 90 days.
A $4.7 billion plan sponsored by Sen. Nicholas Petris would boost homeowner rebates and renter aid while eliminating the business inventory tax and raising local business taxes.
