California three year experimental death penalty plan debated
California AG Evelle Younger called a three year experimental death penalty plan unconstitutional as lawmakers debate AB354 replacing Ingalls measure. The Boatwright bill would impose death sentences starting Jan 1, 1974, then repeal Jan 1, 1977, with a June 1, 1976 report to the legislature. Dixon could decide the committee vote as the measure moves toward a full Assembly decision.
