Born in Cohoes, he graduated from Albany State Teachers College. Funeral 8:30 a.m. Saturday from Dufresne Funeral Home and 9 a.m. at St. Agnes Church. Interment in St. Agnes Cemetery. He is survived by his wife Elizabeth, son Thomas W. Carter Jr., two daughters, a sister, two grandchildren, and a nephew.
