Moratorium Urged in Army Retirement Plan Debate
The House Military Committee tentatively voted to liberalize the Army retirement system to attract more volunteers. A soldier could retire after 20 years and draw half the average pay from his last six months’ service for life. Automatic retirement after 36 years at 75 percent pay would stay. The bill aims to speed up volunteer enlistment to replace draftees and end the draft, while changes to reenlistment bonuses, overseas pay, GL Bill rights extension, and furloughs were also under consideration.

Allied Troops In Nanking Are Guests of Japanese
American and Chinese forces arrived in Nanking less than a week ago and are effectively guests of the Japanese who have occupied the capital for eight years. Nanking shows little fear of war with 70,000 Japanese troops nearby and around 1,500 Japanese civilians. Chinese forces total fewer than 1,000, with about twenty American officers and men. The main Chinese force was to land today. A Chungking plate brought British, French, Dutch, and Australian officials who will represent their countries at imminent surrender ceremonies. One officer at the airport said they are definitely guests of the Japanese troops in Nanking.
