Panther Mountain Dam Delayed by Proposed One-Year Moratorium

A compromise moratorium would suspend new regulating districts and reservoir construction, amid court fights and strong conservation opposition. The Adirondack groups challenge the project, and a Court of Appeals decision is pending. Assemblyman Ostrander says data to decide is not yet ready, so no firm recommendations this session.
