It envisions full diplomatic ties via ambassadors in Bonn and East Berlin, recognizes postwar borders including Oder Neisse, and calls for equal relations free of discrimination. It rejects nuclear chemical and biological weapons on German soil and seeks UN membership for both states. The proposal is reportedly tougher than the 1967 draft to Kiesinger.
