Budget Tops Five Billion In New York City

Mayor John V. Lindsay submitted a record expense budget of 5.184 billion for the new fiscal year, the first five billion city budget. It surpasses last year’s by 585 million, with a billion dollar capital budget already set at 1.059 billion. He calls the expense budget tight, with no new taxes beyond a 14.3 cent real estate tax bump to 5.10 per 100 of assessed value. Mandatory costs account for 82 percent of the increase, including wage settlements and welfare rises, while a potential 50 million deficit looms for 1968-69. He urges state action and broader home rule to curb mandated expenditures.
