Miss Anna Rose, hailed as the Rose of Hawaii, headlined a Colonial hotel reception in San Francisco attended by about two hundred guests, galant officers in regimental dress, and California society ladies. The event featured the Twentieth Kansas regiment band, elaborate decor, and Miss Rose performing The Star Spangled Banner with a chorus.
Miss Loke from Frisco travels to Sacramento to be hosted by Mrs Rich R Hamilton head of Sacramento society. The Hawaiian commission once entertained here and now Miss Loke enjoys a warm welcome in California capital. The San Francisco reception closed with a patriotic scene featuring The Star Spangled Banner sung by Miss Loke with Col Funston guiding her center rotunda. Applause roars as the audience honors the “Rose of Hilo” for her tribute.
A Havana dispatch notes 42 yellow fever deaths in hospitals among 5,000 patients with three daily deaths, plus 1,263 deaths since September 1 and 483 other fever deaths. Reports list foreign and American victims including sailors on the French gunboat Fulton as cases spread.
San Francisco dispatch reports Captain Henry Glass of the Charleston overseeing an inventory of ships in Manila Bay. Wrecks destroyed, harbor entry widened to fifteen feet, enabling ships to reach wharves. Lt. Despatches from Washington note that France Germany and Italy will send their ambassadors abroad while Great Britain and Russia remain. The exodus coincides with the peace commission meeting at The Hague provoking rumors of significance, though embassies deny political motives. Count Cassini, Russia's ambassador, plans to return from a long vacation this week with no confirmation of a move to London.
Ambassador Fava of Italy is on a long vacation in Rome and not expected back in Washington before December. Baroness Fava, who has spent much time abroad, may accompany him. A second new general officer may also be requested to accompany Miller, possibly from one of four regiments forming the force.
In Madrid on September 22 Admiral Cervera and his officers showed marked coolness toward the minister of marine Senor Au non. Sener Amos and staff received the party at the att Toad depot. The admiral chatted and saluted, saying he was at the minister's orders and would present himself at the ministry. He declined the minister's carriage, choosing another carriage instead.
Kansas City dispatch reports Colonel W F Cody known as Buffalo Bill has been removed from his private car to St Josephs hospital after a ten day illness. Doctors say he is very ill with typhoid fever and his condition is serious.
The Sons of the Revolution in San Francisco urge President McKinley to order an inquiry into the high death rate in city military camps. They demand immediate erection of barracks and hospitals at the Presidio to care for the sick and wounded sailors and soldiers en route from Manila.
Lexington Kentucky dispatch reports Spirit of rebellion in the Twenty first Kansas as tensions rise over mustering-out order. Col Fitch denies any threat to the regiment and asserts members from lawyers doctors and other professions will fulfill two year service. Officers and NCOs fear actions could bring odium on Kansas while threats of tents being cut and arrests loom to force compliance.
Paris reports the French vessel Ville de Pecamp foundered off Fecamp with 36 crew drowned in good order. San Juan Porto Rico notes evacuation proceeds satisfactorily with Spanish troops handing over towns as US flags prepare to rise. Lights along the north coast relighted except at San Juan. consul Hanna warns fortune hunters to stay home until American control is established.
Madrid reports General Augusti, former captain general of the Philippines, arriving from Manila in an interview recalling the siege of Manila. He says Spanish guns failed, Manila surrendered after Dewey’s bombarding, and he refused surrender threats while vowing the Spanish flag would fly. He questions U S plans to retain the islands and notes ministerial opposition to such a policy.
Frankfort Ky Sept 22 Gov Bradley announces no prize fighting will be permitted in Kentucky after rumors of arrangements to stage bouts near Cincinnati. State officials will enforce the proclamation and orders patrols to prevent gatherings and punishment for violations.
An imperial edict from Pekin reports the emperor renouncing power in favor of the empress dowager who will direct state affairs. The edict orders ministers to report to the empress and to arrange a ceremony in Chin Chung palace as foreign offices prepare formal honors.
New York dispatch reports that Spanish clerical rule splits Philippine factions, with rebels attempting to kidnap the Manila archbishop during confirmation at Gaco. Interference by American soldiers halted the plot, underscoring deep tensions in the island territory.

Sept 23 Private M S Roberts of Company BH Twenty second Kansas volunteers died of typhoid fever in the hospital at Fort Leavenworth. He fell ill soon after arrival and remained in a tent until near death. A telegram to a friend prompted burial here in the National Cemetery along Sheridan's drive with military honors.
Heavy storms sweep the Baltic off Memel Prussia on Sept 23. Between Polangen and Lilng a seaport shoal province house area reports 120 fishermen drowned. Rescue and coast guard efforts ongoing as crews attempt to salvage vessels and assess damage.
