Aguinaldo dispatches representatives under a truce flag to General Otis as time is requested to submit surrender terms to the Filipino Congress. The move marks an official step toward resolving hostilities and determining the next phase through allied negotiations.
Washington reports Gen Otis says campaign success stems largely from Col Funston. Manila dispatches note cross river operation by MacArthur, Luna’s men seek ceasefire to allow Philippine congress to decide. Filipinos and Americans clash in jungle battles with casualties and supply issues shaping the closing stages of hostilities.
On April 28 President McKinley and party left the Hotel Believe for a visit to the cruiser Raleigh anchored in the Delaware River near the city center. Mrs McKinley and other Washington ladies rode with the president and cabinet. Weather was perfect and after a brief inspection the president planned a lunch and proceed to New York for rest two or three days aboard a special train. He would not discuss public business during the New York stay. Officials had not yet received ciphered Manila dispatches. Cortelyou said Manila news confirmed earlier briefs.
President McKinley visits the cruiser Raleigh and inspects the ship after a reception with Captain Coghlan. He hails the Manila heroes, addressing Admiral Sampson’s fleet and praising the service of the United States Navy, with Secretary Long and the crew receiving cheers.
Kirksville Missouri April 28 a violent tornado devastated the east side of town destroying over 200 buildings and causing many deaths and injuries. The latest death toll reached about 50 with 400 to 500 injured. Newtown and Sullivan counties also suffered extensive damage. Communications were disrupted as telegraph lines and bridges failed. Rescue teams and doctors from the Osteopathy college aided survivors through a night of fires and debris with aid extending to nearby towns.
Sullivan county town of Newtown hit by a tornado that damaged Kirksville area. Early tallies list about twenty dead and between twenty and forty injured, with several believed fatally. Names include Bedford, wife and five children, and L. Evans with two daughters.
A Chillicothe Kansas City Post-Dispatch special details a devastating tornado at Newtown St Louis on April 25. Fifteen killed and over 25 injured, including Desper and wife crushed, Dr Hayes slain, and Mrs Hayes murdered in a horrific head torn from body. Train and depot damage reported with eleven dead nearby. five minute storm cut telegraph lines north of Newtown.
Finnish-Americans in New York last night adopted a resolution urging the United States to use its accredited representative at St. Petersburg to press the czar to rescind the February 17 ukase and restore Finland’s ancient constitutional rights. A signed petition from all parts of the Union will be sent to the president and to the secretary of state.
A court finding clears Geo D Saxton, identified as brother of Mrs McKinley, with the not guilty verdict announced. The ruling removes implication of tarnished ties to the McKinley family in the case context.
Canton Ohio April 2 Mrs George acquitted by jury after 23 hours 45 minutes and 22 ballots. Jury initially split on first degree murder then steadily moved toward not guilty with final unanimous verdict at 10 am. Mrs George greeted by friends and plans next steps including visiting Hanoverton and possible seaside vacation.
Charles Ferm of Lindsborg petitions the Kansas Court of Visitation to compel Union Pacific and other railroads to pay taxes to Afcherson county townships, alleging tax evasion via legal technicalities. He criticizes Governor Leody for not advancing the case as Ferm cites state railroad commissioners and gubernatorial action. The report ties Fer m's Populist stance to critique of Leody and mentions new laws proclaimed by Governor Mount and forthcoming civic addresses by Gov. Stanley to the Good Citizenship Federation and Young People's groups.
