A Manila dispatch reports a collapse of Filipino morale after a failed truce offer. Insurgents retreat from Cajampit, with refugees returning to American lines. Generals Otis and Arguereses negotiate terms, while Army forces press operations around San Fernando as rebels gather near the coast.
Kansas governor denounces costs and time charges in a heated pushback over an investigating committee's vouchers. He questions 17 days billed for seven days work, trims the stenographer bill, and criticizes claimed services as the committee and staff face a public airing.
St Louis reports long evolving toll from the Kirksville Mo tornado that struck Thursday evening. A revised list shows 52 dead and 126 injured with more badly hurt dying. Mrs Hannon added to the death list. Total loss placed at 350000 dollars, many households hit hard.
Two representatives from Montpelier Savings Bank of Montpelier Vermont visited Topeka this week and decided to plat and price for sale the Douthitt 83 acre tract on Kansas Avenue. The bank holds a mortgage on the property and the Douthitt wire holds 25 equity. The property likely will be deeded to J. W Thurston as trustee and placed on the market within 60 days.
Superintendent Davidson says no preparations have been made for Mondey May 1 observance in the city schools. He explains that several such days arise yearly and that appropriate exercises will be held in connection with Decoration Day activities.
Governor Stanley urged that good citizenship means obeying all laws and allegiance to the state, not coercion. The Topeka gathering drew many young people and women, with Dr. H D Fisher and others urging enforcement of prohibitory laws and public duty, supporting city leaders against jointists and praising Drew’s administration.
A city body commends Mayor Drew and Police Chief Ramsey for enforcing the law and urges strong action against vice. It calls for no compromise with bawdy houses and orderly resorts, to be published in daily papers.
The steamship Kanawha bound for Bermuda from Newport News sprang a leak and broke her rudder, founding 150 miles from Bermuda on April 8. Fourteen officers and crew survived in lifeboats after abandoning ship. They were rescued by the American brig Atlanta, which brought them to San Juan de Porto Rico. They suffered hunger and thirst but are recovered and praised Captain Darling's generosity. The United States Consul Hanna will arrange further care in New York.
New York April 29 Secretary Hay cabled Minister Merry at Bluefields saying the United States cannot accept double assessment of American merchants on Bonds imported at Bluefields. Merry, who has investigated merchant complaints, is instructed to demand refunds of protest fees and to urge Gen. Porres to halt further payment efforts.
In Emporia on April 23 the Republican reports W E B Bray bond clerk under Leeds now in St Louis. A letter says he left Kansas for good after leaving Topeka where he did little to his wife. He once embezzled funds from the Ancient Order of Odd Fellows, later cleared by his wife, and earned 1200 yearly as bond clerk.
Canton Ohio April 29 Mrs George announces plans to lecture on woman's rights. She believes in women's votes and juries being half women and asserts a woman can achieve as much as a man. She has received offers from theatrical managers and prospects of marriage, all declined.
Joseph Purney, Silver Lake farmer accused of moonshining, appeared before U S Commissioner George Clark with bond set at 250 dollars. Weather notes from Chicago forecast unsettled conditions, then fair and warmer for Kansas tonight with variable winds in the north.
The Topeka Commercial club rails against building material trusts advancing prices in white and yellow pine nails cement plaster and finishes. It calls for an anti trust campaign urging Kansas lawmakers to curb combinations and warns of halted construction and higher rents if unchecked. The club will push state and federal action at winter meetings.
April 29 report says eastern press wake to valor of Kansas regiment in the Philippines. William Allen White has received requests from the New York World Herald Cincinnati Post Milwaukee Journal Chicago Tribune and others for his recollections of Funston’s comments and the regiment’s actions.
A Kansas chess player from Hays City, A Voss, placed third in a national correspondence tournament involving top players from the United States. The event, lasting four years and three months, crowned Philins of Chicago as winner, praised as the greatest correspondence chess tournament in America.
