E M Rocho company of Freeport was low bidder on 151 underground igloo type magazines at Savanna Ordnance depot. Fourteen bids entered. Rocho bid $803,782 for the new work and already has 50 magazines under a prior contract, totaling 201 magazines to be built this year for $1,025,000. Completion set for December 15, 1941. Magazines are reinforced concrete with steel doors, earth covered, floor level with roadway, 30 by 60 feet, dome half round with 13 foot center height.

More than 50 Carroll county land owners approved forming a Carroll County Soil Conservation District. The plan would allow farmers to extend time for farm plan changes and access technical assistance from the federal government at no cost. Districts require majority farmer support and function as legal corporations coordinating soil and moisture conservation.
