Debate on Amendments and Tax Powers in Congress
A discussion of proposed constitutional amendments and federal tax allocation. Walter Dippin, publicist, questions how to amend without compromising liberty. The piece weighs centralizing powers, preserving individual rights, and the need for clear tax zones among city, state, and federal governments amid looming 1937 congressional debates. The piece contrasts U.S. constitutional tradition with contemporaneous European conflicts and Ethiopia's sovereignty.
