The Spectator notes Roosevelt and Churchill met secretly in the Atlantic. It says Roosevelt promised Britain significant aid, but Congress may block or limit fulfillment. Public resentment grows over the president's actions and the chance of Senate confirmation.
The Office of Price Administration and Civilian Supply imposes a gasoline rationing plan reducing auto fuel for non essential use by about 20 percent in 17 Atlantic coast states. Stations will be allotted roughly 90 percent of July deliveries and must distribute equitably. Further curtailment may come, with west and Pacific coast states also at risk as tank cars and ships are diverted. Mississippi river traffic feels shortages while coal cargoes maintain river tonnage. upriver shipments rise and downstream tows mostly return empty.
A Buffalo Iowa man was pinned by a trailer hitch when a gasoline tank ignited. He leapt into a nearby river, swam about a mile, and dragged the burning car into the water to extinguish the flames.
Dallas Texas notes announce a 76 foot grand stand with seats and a canopy for sidewalk superintendents plus telephone service, a guest register, a cold drink stand and a question attendant. A photo contest offers a $100 prize for best project picture as part of the promotion.
The Illinois state fair enforced a strict no pass rule this year with all attendees paying the 25 cent admission. Governor Green and other officials entering for the Republican governor's day rally were required to pay, with ticket sellers at the statehouse and gate prompts ensuring collection. A few individuals tried to crash the gate, but only 25-cent admission tickets were honored.
CCC director James J. McEntee says a war department rule requires junior enrollees to be trained to march like soldiers while not carrying guns. The purpose is to improve appearance and health benefits of marching, and the order does not place the CCC under military establishment.

Members met August 19 at the Farm Bureau hall Mt Carroll to elect a year’s officers and plan a county wide 4 H party in October. A new cold storage building at Savanna Ordance Depot is underway and slated for completion around September 20. The facility will store a carload of meats and a month’s supply of fresh vegetables and dairy products for depot needs. Food consumption at the post is measured in tons and includes bread, potatoes, beef, eggs, pork, onions, and butter for July.
Clinton police arrested Charles Dyer a corporal at Savanna ordnance depot early Friday for window peeping in the north Clinton residence area. He was released to military discipline after an investigation. Officers say he matches earlier sightings and evaded capture. Dyer’s service record was described as good and he said he wandered awaiting return to the depot.
Most rural districts report teacher engagement with only six not yet reporting. Brudi notes two districts 37 and 70 hired then resigned. districts 26 and 89 have not hired. Some schools open Aug 25 or Sept 1 2 or later, with Sept 3 and Sept 8 dates noted by others. F I Ruble and Mrs Ruble attended the Genoa Wisconsin ceremony for the Tri State Power Co operative generating plant. The plant near Genoa on the Mississippi will supply Wisconsin Minnesota Iowa and Jo Carroll Electric Co operatives in Illinois with low cost electricity.
Economist editor Geoffrey Crowther outlines how Britain's total war costs are borne by citizens. He notes income taxes and surcharges reduce average earnings, with 26 percent of 1940 purchases funded by government spending and the rest cut from consumer consumption. He warns of a future American burden if the United States enters war.
Three Carroll county stockmen from Lanark sold cattle in the upper brackets at the Chicago stock yards this week. Haven Noser fetched 12.40 dollars per cwt for a 1254 pound lot. Paul Diffendorfer moved 1275 pound steers at 12.15 per cwt. Fred Guenzler earned 12.50 per cwt for 18 head averaging 1227 pounds.
Today marks the entry deadline for the second annual Carroll county tennis tournament to be staged at Old Mill park Savanna under Savanna Tennis association auspices. The event runs Aug 23 to Aug 29 with seven divisions, medals for all winners and runner up, a ten cent entry fee, and games on concrete courts officiated by Dr. L. B. Hussey.
Five of eight Carroll county inductees come from Savanna with two from Milledgeville and one from Shannon. Names listed include Rooney, Sandifer, Keller, Atkins, and Ritchie of Savanna. Sarber and Sprecher of Milledgeville. and Steinhagen of Shannon. They must report at 5:15 a.m. August 25 at Milwaukee depot in Mt. Carroll to board a train to Chicago for induction.
Argyle stables of Mt. Carroll entered by 8 J Campbell earned first prize for heavy harness horses 15.2 hands or over in tandem at the Illinois state fair last week. The Mt. Carroll stable also took third prize for stable decorations at the same event.
L A Herper, 48, of Cincinnati was fined 5 dollars and costs in Mt. Carroll justice court after pleading guilty to reckless driving. He was arrested by Sheriff Ray Westfall following a collision with Mrs. O F Greenawalt on route 64 three miles east of Lanark. Herper also paid 54 dollars for repairs to the Greenawalt vehicle.
About sixty to seventy members of the Black Hawk Fire Fighters Association attended a Mt Morris meeting last Thursday evening. Rockford Fire Chief Thomas Blake spoke, and film depictions on factory fire hazards were shown. Attendees toured the Kable Bros printing plant, with Savanna hosting the next meeting on Sept 25.
County records show 16 female births and 8 male births in July with 19 deaths. Notable deaths include James Koski near Savanna and Ray Gunn in Savanna after railroad injuries. The list details many local families across Savanna Hanover Savanna and surrounding townships.
Carroll county 4 H clubs prepare for Tuesday August 26 event in Lanark with 210 participants. Livestock judges include G R Brown dairy, Frank Norrish beef, Russell Lamoreux sheep, Milton R Dunk swine while Miss Marion Sympson oversees girls division. Committees cover stand coffee grounds program and more as the day features judging, a picnic dinner, demonstrations in frozen desserts and a county softball tournament for 4 H clubs.
Mount Carroll hosts Frances Shimer college summer golf tourney with flights A through D. First round pairings listed. handicap championship match set for Sunday August 24. Flight A features low scorers, Flight B mid, Flight C includes women, Flight D boys. winners determined by Saturday.
Frank Cheeseman, Freeport contractor, awarded a contract to erect a $15,000 filling station for Mrs. W. R. Fulrath at Main street and Chicago Avenue Savanna. Work starts about Sept. 2. The old service station will be razed for a modern building with up to date equipment.
